The Regulations of Jiangxi Province on the Prevention and Control of Ship Pollution in the Yangtze River shall come into force on August 15, 2026.
The "Jiangxi Province Yangtze River Ship Pollution Prevention Regulations" was passed by the 22nd meeting of the Standing Committee of the 14th Jiangxi Provincial People's Congress on March 26, 2026, and will be implemented from August 15, 2026. This marks a new stage of legalization and standardization in Jiangxi Province's efforts to prevent ship pollution in the Yangtze River.
Since January 25, 2025, when the Jiangxi Provincial People's Congress included the "Jiangxi Province Yangtze River Ship Pollution Prevention Regulations" in the legislative plan, the legislative process of this regulation has been accelerated. Under the unified leadership of the Standing Committee of the Jiangxi Provincial People's Congress, the legislative work gathered the collective wisdom of departments such as transportation, maritime affairs, ecological environment, as well as port and shipping enterprises, experts, and scholars. It was efficiently completed in just 14 months, including multiple rounds of drafting, review, deliberation, investigation, opinion solicitation, and revision.
The "Regulations" focus on the core needs of ecological protection of the Yangtze River and Jiangxi Province, deeply implementing the important concept of "jointly promoting great protection, not engaging in large-scale development," clarifying the responsibility system, strengthening source control measures, and establishing the legal requirement of "zero discharge" of ship pollutants. The introduction of the "Regulations" fills the gap in local legislation for the prevention of ship pollution in the Yangtze River in Jiangxi Province, strongly promoting the green transformation of Yangtze River shipping and assisting Jiangxi in achieving a win-win situation for ecological benefits and economic development.
As the drafting unit and core practice reliance unit of the regulations, the Jiujiang Maritime Bureau deeply participated in the legislative work throughout the process, established a legislative task force, and actively assisted the Jiangxi Provincial Department of Transportation in drafting, revising, and improving the regulations. It systematically summarized and refined the "zero discharge" system norms for ship water pollutants in the Jiujiang section of the Yangtze River and transformed them into regulatory provisions, actively participated in on-site investigations at all levels, and provided detailed material evidence, laying a solid practical basis and technical support for establishing the principle of "onboard storage, shore disposal."
After the official implementation of the "Regulations," the Jiujiang Maritime Bureau will solidly focus on learning, training, publicity, implementation, and strict enforcement, continuously deepening precise supervision of ship water pollution prevention, jointly building a collaborative governance ecological barrier, and ensuring the green, safe, and high-quality development of the Jiujiang section of the Yangtze River with high-level legal protection.
