Xinhua News Agency, Beijing, March 15 - The 6th issue of "Qiushi" magazine, published on March 16, will feature an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission, titled "Promoting High-Quality Development of the Marine Economy".
The article emphasizes that our country has a long history of managing and developing the ocean. After the founding of New China, we orderly developed and utilized the ocean. After the reform and opening up, China's marine economy entered a period of accelerated development. To advance Chinese-style modernization, we must efficiently develop and utilize the ocean, promote high-quality development of the marine economy, and forge a path of strengthening the nation through the ocean with Chinese characteristics.
The article points out that in terms of major strategies, we should focus more on innovation-driven approaches, quickly break through key core technologies, and promote high-level self-reliance and strength in marine science and technology; focus more on efficient collaboration, adhere to land-sea coordination and mountain-sea interaction, and enhance collaborative development synergy; focus more on industry renewal, promote the transformation and upgrading of traditional marine industries, vigorously develop emerging marine industries, actively cultivate future marine industries, and build a modern marine industry system; focus more on human-ocean harmony, coordinate marine resource development and protection, build a sustainable marine ecological environment, and form a new pattern of positive human-ocean interaction; focus more on win-win cooperation, actively participate in global ocean governance, jointly and peacefully utilize marine energy resources, and resolutely safeguard our territorial sovereignty and maritime rights.
The article points out that in specific work, we should focus on six aspects. First, strengthen top-level design and policy support. Compile the "15th Five-Year Plan" for marine economic development, increase policy support in industry, technology, finance, and taxation, and encourage and guide social capital to actively participate in the development of the marine economy. Second, improve the independent innovation capability of marine science and technology. Strengthen strategic marine scientific and technological forces, cultivate and develop leading marine technology enterprises and specialized small and medium-sized enterprises. Third, strengthen, optimize, and expand the marine industry. Promote the orderly construction of offshore wind power, develop modern ocean fishing, actively develop marine biomedicine and biological products, create marine-themed cultural and tourism destinations, advance high-quality development actions for the shipbuilding and marine engineering equipment industry, strengthen "digital ocean" construction, and promote high-quality development of the shipping industry. Fourth, strengthen overall planning for major bays. Orderly advance the optimization and integration of coastal port groups, support the green and intelligent transformation of key ports. Fifth, strengthen marine ecological environment protection. Strengthen the prevention of marine environmental risks at the source, continue to implement comprehensive governance of key sea areas, actively promote layered and three-dimensional utilization of sea areas, and explore marine carbon sink accounting. Sixth, deeply participate in global ocean governance. Strengthen global marine scientific research surveys, disaster prevention and mitigation, blue economy cooperation, and advance the construction of the "Belt and Road" international port alliance.
