Hebei Province's first "water transfer" multimodal transport cargo shipment.

On February 9, five containers carrying 125 tons of export anhydrous glucose departed from Jingtang Port under the supervision of Shijiazhuang Customs, heading to Nansha Port in Guangzhou by cargo ship, and will later transfer to an international liner for overseas shipment. This marks the first time Hebei Port has dispatched "water-to-water transfer" multimodal transport cargo.

Under the "water-to-water transfer" multimodal transport model, enterprises only need to transmit a multimodal transport application form to customs through the international trade "single window" to enjoy "one-time declaration, one form through." The entire declaration process is more concise, procedures are more convenient, logistics are more flexible, and cargo transfer achieves "seamless connection."

"Under the new model, goods that have completed customs clearance at the departure location can be directly loaded onto ships upon arrival at the exit port," explained Li Xian, Deputy Director of Jingtang Port Customs. Based on the characteristics of the logistics chain, Jingtang Port Customs flexibly applies "opportunistic supervision" and "embedded supervision" models, integrating supervision steps into the logistics operation process to minimize the impact on the normal flow of goods and further accelerate customs clearance.

Discussing the changes brought by the new model, Li Yiqun, Foreign Trade Manager of Tangshan Port Hede Shipping Co., Ltd., expressed his feelings. He said, "Under the 'water-to-water transfer' model, our logistics efficiency has increased by 10%, transportation costs have been reduced, and the company's competitiveness has been further enhanced."

To initiate the "water-to-water transfer" intermodal supervision model, Jingtang Port Customs conducted policy briefings and "point-to-point" business guidance in advance, established a special working group, proactively connected with shipping companies, port operators, and foreign trade companies, sorted out the current status of port multimodal transport business, and formulated an implementation plan centered on "information sharing, process optimization, and collaborative supervision," achieving data connectivity, procedure simplification, and resource integration to provide a "construction blueprint" for business implementation.
