It aligns precisely with policy directions, proactively serves industry needs, and promotes the improvement and efficiency of ship inspection services.

Focusing on new energy promotion to support green transformation. The Shanghai Branch, centering on the national deployment of scrapping and renewing old ships, acted swiftly by organizing special learning activities on subsidies for new ship construction and policy alignment. It also conducted policy advocacy for shipyards and shipowners in its jurisdiction, emphasizing matters of concern such as subsidy applications and new ship construction alignment. As a member unit of the Shanghai municipal coordination mechanism for subsidies for scrapping and renewing old operational ships, the Shanghai Branch actively liaised with local transportation authorities, providing professional support in areas such as scrapped ship documentation review and technical identification of new ships. It also cooperated with maritime agencies to conduct full-process supervision of construction quality, building a collaborative work chain among multiple parties.

Focusing on enterprise difficulties, providing precise assistance to solve problems. The Shanghai Branch, addressing the slow progress of ship updates among small and medium-sized shipowners, conducted in-depth research and analysis. Through three measures—proactively contacting shipowners, guiding them with real ship cases, and establishing a regular consultation platform—it effectively helped shipowners resolve practical difficulties. The branch successively engaged in exchanges with companies such as Shanghai Guoxia New Energy and Jiaxing Zhong'an Shipping. It also collaborated with design units to interpret new ship construction plans in accordance with regulations, systematically explaining quality control and risk prevention measures. For shipowners applying for inspection for the first time, the branch provided a detailed introduction to the new ship inspection process and assigned key surveyors to establish a regular communication mechanism, promptly addressing various issues and effectively boosting shipowner confidence.

Focusing on the quality of new ship construction, strengthening the foundation for safe development. To improve the construction quality of renewal ships built by small and medium-sized shipyards and promote the effective implementation of the "Guidelines for Pre-Construction Inspection of Ship Construction (Trial)," the Shanghai Branch collaborated with Jiaxing Maritime Bureau and the port and shipping management departments of Shanghai and Jiaxing. They conducted on-site exchanges and discussions at Jiaxing Hedong Shipyard. Key interpretations were provided on two critical stages: pre-construction condition inspections and pre-construction meetings. Core points such as qualification verification of small and medium-sized shipyards, human resource allocation, equipment calibration, and quality control system establishment were clarified. Differentiated management for key ships and ordinary ships was also implemented. Combining actual construction scenarios, participants engaged in in-depth discussions on practical challenges such as subcontractor management, process approval, and inspection communication mechanisms, forming actionable consensus. Additionally, the Shanghai Branch provided standardized guidance to local ship inspection agencies and technical support for shipyards in document preparation, unifying understanding of quality control and the core requirements of the guidelines.
