China Procurement Surge Tightens Global Cold Water Shrimp Supply
Norwegian Q3 Export Data Reveals Price-Volume Divergence
On October 5, 2026, the Norwegian Seafood Council released third-quarter seafood export data. Shrimp exports emerged as one of the categories with the most significant price changes: Norway exported 7,600 tons of shrimp in Q3, with export revenue of NOK 580 million. While volume declined 23% year-on-year, export revenue grew 4%. The simultaneous decline in volume and growth in value reflects a clear increase in the unit value of cold water shrimp.
China Becomes Largest Destination
China played a pivotal role in this market shift. In September 2026, Norway exported 2,288 tons of shrimp worth NOK 192 million. While volume decreased 32% year-on-year and revenue declined 12%, China emerged as the largest destination with 1,262 tons, accounting for over half of Norway's September shrimp exports by volume, corresponding to NOK 93 million in export revenue.
Product Structure Shifts
The product mix also changed significantly. In September, frozen cooked shrimp accounted for approximately 70% of Norwegian shrimp exports to China, while frozen raw shrimp for direct consumption accounted for about 30%. Frozen cooked shrimp remains Norway's largest shrimp export product, but September volumes declined 27% year-on-year while revenue grew 2%, as rising unit prices offset the volume decline.
China Procurement Growth Trajectory
China's procurement growth did not begin in Q3 2026. The Norwegian Seafood Council previously disclosed that in H1 2026, Norwegian shrimp exports to China reached 4,400 tons worth NOK 318 million, up 79% year-on-year. Frozen raw shrimp for Asian sashimi channels showed the most significant growth, while the traditional industrial shrimp processing market faced intensifying raw material competition.
Since March 2026, China has been the largest market for Norwegian shrimp. In July, Norway exported 2,439 tons of shrimp, down 34% year-on-year, but revenue still reached NOK 190 million, essentially flat year-on-year. The Norwegian Seafood Council explicitly noted that the reduction in global cold water shrimp availability had pushed prices higher.
Canada Trade Policy Impact
China's procurement structure shift is also linked to Canadian supply being affected by trade policies. Since March 20, 2025, China imposed a 25% tariff on 49 categories of Canadian aquatic products, including Canadian shrimp and prawns. These products were listed under China's anti-discrimination investigation tariff measures against Canada.
The Norwegian Seafood Council's 2026 China market report shows that in 2025, Norwegian cold water shrimp exports to China grew 244% in volume and 345% in value. In the same year, China became one of the fastest-growing markets for Norwegian seafood, with total seafood exports to China reaching NOK 12.3 billion.
Supply Constraints
Raw material resources are also constrained by catch limits. The Norwegian Institute of Marine Research set a recommended catch ceiling of 83,000 tons for Barents Sea cold water shrimp in 2026. The institute noted that actual catches since 2020 have mostly been below recommended levels, with 2024 actual catches at approximately 95,000 tons. Resource levels and catch management jointly limit new supply scale.
European Processing Market Under Pressure
European traditional processing markets face higher raw material procurement costs. In the first three quarters of 2026, Norwegian shrimp export volumes declined 23% while revenue grew 4%. In September, peeled shrimp exports to the UK, Sweden, and other markets also declined significantly. The institution linked reduced raw material availability to price increases. As October enters the traditional European consumption season, Norway, Greenland, and Canada will face intensified global supply competition.
